Europe's Bio-Based Lead Markets: What the BIC Study Tells Us About the Path Forward
In July 2026, the Bio-based Industries Consortium (BIC) published what may be the most comprehensive evidence base to date on Europe’s bio-based products sector. The two-part study, developed with BIC members across the value chain, maps lead markets across four strategic sectors — chemicals, plastics and polymers, fibre-based packaging, and textiles — and translates that mapping into a concrete policy agenda. The conclusion is unambiguous: Europe has the industrial capacity, the technical expertise, and the feedstock access to lead globally in bio-based products. What it lacks is a regulatory framework that stimulates demand.
This analysis unpacks what the study found, why it matters, and what it signals for the next phase of EU bioeconomy policy.
The Evidence Base: Four Sectors, One Story
The first part of the study maps lead markets across four sectors that together represent a significant share of European industrial output. Each sector tells a slightly different story, but the common thread is clear: the technology exists, the production capacity exists, and the environmental case is proven. What is missing is market pull.
Chemicals: The Foundation
Bio-based chemicals form the foundation of the entire bio-based value chain. The study maps established platforms — bio-based ethylene, propylene, BTX aromatics, and a growing slate of platform chemicals from lignocellulosic and agricultural residues. Europe hosts world-scale production for several of these, but investment in new capacity has lagged behind the US and China, where policy incentives such as the US Inflation Reduction Act and China’s bio-manufacturing initiatives create clearer demand signals.
The lead market analysis identifies drop-in bio-based chemicals (chemically identical to fossil counterparts) as the nearest-term opportunity, while novel bio-based chemicals with superior performance properties represent the higher-value, longer-horizon play. Both require demand-side measures to bridge the green premium.
Plastics and Polymers: Volume and Visibility
Plastics and polymers represent the most visible face of the bio-based transition. The study covers bio-based PET, PE, PP, PA, and emerging polymers such as PEF and PHA. Europe has significant production capacity for bio-based PET and PE, and is home to several of the world’s most advanced bioplastics innovators. Yet market penetration remains low — not because the materials cannot perform, but because brand owners and converters lack regulatory certainty and economic incentives to switch at scale.
The study highlights that bio-based plastics, polymers, and fibre-based packaging share infrastructure and value-chain linkages. A policy framework that addresses them in concert — rather than in isolation — would unlock synergies in collection, sorting, and recycling that single-sector approaches miss.
Fibre-Based Packaging: The Circular Champion
Fibre-based packaging is the most mature bio-based sector in Europe, with high recycling rates and established collection infrastructure. The study maps how this sector can evolve beyond its current role: from recycled content mandates to bio-based content requirements, from single-use to reusable fibre systems, and from packaging to structural applications. The lead market opportunity here is less about proving viability and more about raising ambition — using policy to push the sector toward higher-value, higher-circularity applications.
Textiles: The Sleeping Giant
Textiles from bio-based fibres and fabrics represent perhaps the largest untapped opportunity. Europe’s textile industry has deep technical expertise, a strong sustainability narrative, and growing consumer demand for fossil-free fashion. Yet bio-based textile fibres — from viscose and lyocell to bio-based polyester, polyamide, and emerging fibres like PHA-based textiles — remain niche. The study identifies the lack of harmonised definitions, labelling standards, and demand-side mandates as the primary barriers. With the EU Textiles Strategy and Ecodesign for Sustainable Products Regulation in motion, the policy window is opening.
The Policy Agenda: From Evidence to Action
The second part of the study translates the lead market mapping into a policy package built on three pillars: binding bio-based content requirements, strengthened green public procurement, and carbon pricing that rewards environmental benefits.
Binding bio-based content requirements would create the predictable demand signal that investors and producers need. The study argues for sector-specific targets, phased in over time, with flexibility mechanisms to accommodate feedstock availability and technological maturity. This is not a blanket mandate — it is a calibrated instrument designed to de-risk investment while preventing carbon leakage.
Green public procurement (GPP) is the lever the public sector can pull immediately. The EU and member states collectively spend trillions on goods and services annually. Mandating bio-based content thresholds in public tenders for chemicals, packaging, textiles, and construction materials would create an instant, credible demand base — and drive innovation through the procurement specifications themselves.
Carbon pricing that rewards the environmental benefits of bio-based materials addresses the fundamental market failure: fossil carbon carries no cost for its climate impact, while bio-based carbon carries a premium for its climate benefit. The study recommends integrating bio-based content into the EU ETS framework, adjusting carbon border adjustment mechanisms to recognise bio-based carbon storage, and exploring a dedicated bio-based carbon credit mechanism.
Why This Matters Now
The study lands at a pivotal moment. The EU’s next bioeconomy strategy is being drafted. The Circular Bio-based Europe Joint Undertaking (CBE JU) is entering its next phase. The Clean Industrial Deal, the Biotech Act, and the revision of the Industrial Emissions Directive are all in motion. Each of these files will shape the regulatory landscape for bio-based products for the next decade.
BIC’s message is simple: the evidence is now on the table. Europe’s bio-based industries are not a future bet — they are a current reality with unused capacity. The question is whether policymakers will write the demand-side measures that unlock it, or whether the continent will watch its lead markets migrate to jurisdictions that do.
